Born on September 22, 1985, Whingan has swiftly transitioned from the world of business and journalism to becoming a key legislative voice in Lagos State.
Hailing from the royal family of Maseno in Ikoga-Zebbe, Badagry, Hon. Whingan’s journey to the Green Chamber was paved with a diverse educational and professional background. He holds a degree in Mass Communications from Olabisi Onabanjo University and an MBA from Anglia Ruskin University in the UK. Before venturing fully into politics, he worked as a journalist and later managed successful businesses, including serving as the Managing Director of Pogs Luxury and a partner at FAB Pharmaceutical Nigeria Limited
In just a few years, Hon. Whingan has made significant legislative strides. As the Deputy Chairman of the House Committee on Petroleum Resources (Upstream), he has been instrumental in debates surrounding Nigeria’s economic backbone. His flagship initiative, the Badagry 1000 Tech Talents Project (1000TTP), is equipping young constituents with essential digital skills, with graduates receiving cash grants and laptops to kickstart their careers
His educational interventions are extensive: he has renovated and constructed numerous school blocks, procured two brand new buses to ease student transportation, and distributed thousands of instructional materials. He also facilitated the resuscitation of the moribund Administrative Staff College of Nigeria (ASCON) in Badagry, a move expected to boost local administrative capacity and employment
In infrastructure, Whingan secured N6 billion for the construction of the Gbaji-Apa-Owode road, a critical border route between Nigeria and Benin Republic. He has also installed solar streetlights across communities and facilitated free NIN registration for thousands of residents.
